Skyward Cloud Seeding Experiments in North Carolina

Skyward Wildfire is a Canadian-based company conducting field-trials in the United States and Canada to test and deploy proprietary lightning prevention technology.  The following Skyward Wildfire Technologies Inc. weather modification report was submitted to NOAA regarding their June 2026 research experimentation activities in North Carolina. Keep in mind that NOAA has oversight of weather modification reporting, not weather modification activities.

According to the report, the purpose of the project is not to modify the weather. The purpose of the experiments are to: “Characterize storm dynamics, including updraft structure, storm evolution, turbulence, and particle transport behaviour.” The activities utilize proprietary AI-powered lightning forecasting, X-band radar technology, and the release of chaff (silica fibers coated with aluminum and / or basalt fibers coated with aluminum) via aircraft.  ZG readers  are aware that military chaff contains PFAS (Perfluoroalkyl and Polyfluoroalkyl Substances). According to PubChem, aluminum is flammable.

No environmental impact statement was provided. 

“The proposed project involves the controlled release of chaff into convective storm systems, with subsequent tracking and analysis using X-band radar technology. Skyward uses King Air aircraft to reach selected convective systems and release chaff into the storm cell. Chaff is preloaded into an onboard dispenser which is used to deliver materials via cloud based seeding into the airstream at suitable candidate storm cells at appropriate rates and quantities to allow for observation on radar. The materials released are silica fibers coated with aluminum and / or basalt fibers coated with aluminum (chaff). We expect to release approximately 2KG/ HR.”

The statement of intention shown in the report below reaffirms that Tennessee, Louisiana, and Florida laws, which target only activities “with the express purpose” of altering temperature, weather, climate, or the intensity of sunlight, must be amended to include polluting atmospheric experimentation. 

“Please note, the intention of the project is not to modify weather, however, there is a chance that the release of chaff into convective systems results in a reduction of lightning.”

Statement of purpose of bill as introduced: This bill proposes to address certain applications of artificial intelligence in health and human services, including regulating mental health chatbots, requiring notice when generative artificial intelligence is used for patient communications relating to patient clinical information, and limiting the use of artificial intelligence in utilization review. The bill would provide neurological rights to individuals by creating privacy standards for neural data and by prohibiting electronic devices from bypassing the conscious decision making of individuals who have not provided consent. The bill would also modify the membership of the Artificial Intelligence Advisory Council, extend the Council’s duration until 2030, and require the Council and the Director of the Division of Artificial Intelligence
to report on the ethical and responsible use of artificial intelligence technology in healthcare, human services, and education.

The paper below calls attention to “a profound risk for national security, economic stability, and global order” due to dual-use SRM technologies. Predictably, the conclusion recommends continuing and safeguarding federally supported atmospheric “research” such as aerosol cloud interaction, while discouraging State bans on such activity.

Without USA State legislation, voters have no ability to challenge and correct the 50-year old Federal weather modification policy.

ACCF is Biased

Nowhere in ACCF’s The National Security Case for U.S. Leadership in SRM Technology is the concept of informed public consent. The policy brief exploits the public’s lack of trust in weather modification. It amplifies the interests and investments of policymakers, business leaders, academics and the media. The hubris to disregard bodily autonomy is staggering.  

Conflict of Interest

In the policy brief NOAA, NASA, EPA, and DOE are promoted as regulatory agencies for SRM though they are actually partner agencies in United States Global Change Research Program (USGCRP) and Interagency Council for Advancing Meteorological Services (ICAMS), the Federal agencies that are involved in atmospheric research activities. ICAMS “is the formal mechanism by which all relevant Federal departments and agencies coordinate implementation of policy and practices,” established in 2017 by the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542). 

Follow the Money

Think tanks are a dime-a-dozen in Washington, D.C. With the success of State Bills calling for meaningful public representation and proper regulatory measures to address weather modification policy, power players are mobilizing to preserve legacy income streams and prevent The Constitution from working as originally intended.

“AI Non-Sentience and Responsibility Act” Introduced in Missouri

31 December 2025 | ZeroNotification.com | Companion bills introduced in Missouri, HB1746 and SB859, would address potential harms caused by Artificial Intelligence (AI) including liability for AI owners and developers. The proposed legislation declares AI to be non-sentient (lacking consciousness or capacity to feel pain), without legal status, ineligible to be a spouse, or to “be designated, appointed, or serve as any officer, director, manager, or similar role within any corporation, partnership, or other legal entity.”

The “AI Non-Sentience and Responsibility Act” is important because the Trump administration is attempting to strip States’ control over AI, and linked wireless systems (“5G”/”6G”+ satellites). In May 2025, 40 State AG’s sent a letter to Congress opposing a regulatory ban on AI.

“The provisions of this section shall be known and may be cited as the “AI Non-Sentience and Responsibility Act”.

(1) “Artificial intelligence” or “AI”, any software, machine, or system capable of simulating human-like cognitive functions including, but not limited to, learning or problem solving, and producing outputs based on data-driven algorithms, rules-based logic, or other computational methods, regardless of non-legally defined classifications such as AGI, ASI, or GAI;
(2) “Developer”, the party or parties primarily responsible for the design, coding, and initial creation of an AI system;  …”

“Any direct or indirect harm caused by an AI system’s operation, output, or recommendation, when used as intended or misused, shall be the responsibility of the owner or user who directed or employed the AI.”

“An AI system is not an entity capable of bearing fault or liability in its own right. Any attempt to shift blame solely onto an AI system shall be void as liability remains with human actors or entities as described in this section.”

Rainmaker Cloud Seeding Operations in Umatilla, Oregon 2024-2025

Oregon is one of 28 States with pro-weather modification laws. Florida and Louisiana repealed their weather modification laws this year and banned such practices. 

The Rainmaker reports below disclose that silver iodide (AgI) was the chemical agent used and the NOAA report indicates that no environmental impact statement was provided. According to PubChem, silver iodide is an environmental hazard. Additionally, weather modification operations involve the use of radar-based measurements for monitoring and experiments. Weather radar such as NEXRAD continuously transmit high levels of microwave radiation pollution. What is the impact on the atmosphere, weather, wildlife, environment, and health?

Rainmaker gained notoriety after over 100 people were killed in catastrophic flooding in Kerr County, Texas on July 4th, two days after Rainmaker had conducted cloud seeding operations. A different public records request revealed that Rainmaker has been actively lobbying to block USA State legislation that would ban cloud seeding and other polluting atmospheric experiments, thus attempting to thwart the will of The People.

Oregon residents can contact their State Senators and Representatives to voice opposition to cloud seeding experiments and urge members to take legislative action in the upcoming session to repeal ORS 558 (weather modification) and ban all polluting atmospheric experiments and/or interventions.

Sen. Tim Kaine (D-VA) on Monday introduced a War Powers Resolution that would require a debate and a vote in Congress before the US enters Israel’s war against Iran with offensive support.

“It is not in our national security interest to get into a war with Iran unless that war is absolutely necessary to defend the United States. I am deeply concerned that the recent escalation of hostilities between Israel and Iran could quickly pull the United States into another endless conflict,” Kaine said.

“The American people have no interest in sending servicemembers to fight another forever war in the Middle East. This resolution will ensure that if we decide to place our nation’s men and women in uniform into harm’s way, we will have a debate and vote on it in Congress,” the Virginia senator added.

War Powers resolutions are privileged, meaning Kaine’s bill will force the Senate to consider and vote on the measure quickly. Contact your senator and urge them to support Kaine’s legislation. If you’re a resident of Virginia, contact Kaine and thank him for his efforts to prevent the US from entering a war with Iran.

Kaine’s resolution comes amid signs that the US may enter the war by launching airstrikes on Iran, which could provoke Iranian missile attacks on US bases across the region and result in significant US casualties.

A similar effort will be launched in the House, as Rep. Thomas Massie (R-KY) announced that he would be introducing his own resolution on Tuesday. “This is not our war. But if it were, Congress must decide such matters according to our Constitution,” Massie wrote on X. “I’m introducing a bipartisan War Powers Resolution tomorrow to prohibit our involvement. I invite all members of Congress to cosponsor this resolution.”

Rep. Marjorie Taylor Greene (R-GA) has also been strongly critical of the US support for Israel’s war. “Anyone slobbering for the U.S. to become fully involved in the Israel/Iran war is not America First/MAGA,” she wrote on X on Sunday. “Wishing for murder of innocent people is disgusting. We are sick and tired of foreign wars. All of them.”

Col. MacGregor: Here’s what Washington must do to defuse the Middle East conflict

In the last 72 hours, Israel launched a preemptive strike against Iran when negotiations between Washington and Tehran were still ongoing. Iran was caught off-guard.

But Iran recovered more quickly from its Pearl Harbor moment than Israel expected. In less than 18 hours after Israel’s surprise attack, Iran responded firing hundreds of ballistic missiles including hypersonic missiles into central Tel Aviv and across Israel.

Meanwhile, Israel’s Iron Dome failed. Israeli intelligence failed. Now Netanyahu is pleading with Washington to intervene with American Military Power to rescue Israel from certain defeat; a defeat Netanyahu crafted with encouragement from Washington.

At the same time, Russia, China, Pakistan and most of the Muslim World are rallying to Iran’s defense. Supplies, equipment and technical assistance are pouring into Iran. It’s time for a reality check: Washington burned through $12 trillion in the Middle East since 2003. Result? 7,000 dead Americans. 50,000 wounded, open borders and 100,000 Americans dying yearly from Fentanyl poisoning. Today, the United States is $37 trillion in debt, a sum that does not include so-called “agency debt.”

77 million Americans voted for President Trump because he promised to end the overseas conflicts and halt the march to WW3. Trump’s mandate is unchanged: Secure America’s borders, ports and coastal waters. Deport illegal aliens, crush the criminals r-ping and murdering Americans.

Restore the rule of law. But not one more drop of American blood for foreign wars. One Israeli strike on Kharg Island—where 90% of Iran’s oil exports flow—or Bandar Abbas terminals, and Iran closes the Strait of Hormuz. That’s 20% of global oil supply.

That means disrupted supply chains and runaway inflation. Gas hits $7/gallon overnight. Every working family crushed. Truckers can’t deliver food. Economy crashes. For what? So Israel that started this insane war can drag Americans into a wider regional conflict with the potential for nuclear war?  

We have 40,000 troops in UAE, Qatar, across the Persian Gulf. They are sitting ducks. Iranian Shahed-136 Drones cost $20,000 each. American Patriot Missiles cost $4 million per interceptor. Do the math. We will run through our inventory of missiles and go broke while Americans come home in boxes.

The Middle East is on the brink. Here’s what Washington must do to defuse conflict:

1. Ask for an Emergency UN Security Council meeting. Ask for an Immediate ceasefire making it clear that Washington opposes the destruction of Iran, Israel and any other state in the Middle East.

2. Demand that Israel stop the killing of Palestinians in Gaza and withdraw its forces from Gaza and the West Bank.

3. Suspend all military aid to Israel until Israel agrees to remove its troops from Gaza and permit humanitarian assistance to reach the people of Gaza.

4. Propose the commitment of Armed Forces from non-aligned nations to police Gaza and the West Bank.

5. Propose that the United States, Russia, China, India and Brazil convene a peace conference to arbitrate the dispute between Israel, Iran and Israel’s neighbors.

I led American Soldiers under fire into action. I’ve seen plenty of flag-draped coffins. I don’t want to see any more. Washington’s warmongers had 22 years. They failed. They lied. They profited while America bled. Time’s up.   America First means AMERICA FIRST. Not Israel first. Not Ukraine first. Not NATO first. AMERICA FIRST.
