RAINMAKER Exemption Requests to FAA

26 August 2026 | ZeroNotification.com | ZEROGeoengineering.com |Rainmaker Technology Corporation has petitioned the Federal Aviation Administration (FAA) for an amended exemption to allow for the increased payload deployment of burn-in-place (BIP) and ejectable flares, classified as hazardous materials, for precipitation enhancement experiments. Activities involve the use of unmanned aircraft systems (UAS) and NEXRAD doppler radar.  The petitions request exemption from requirements pursuant to 14 CFR § 107.36, which prohibits small unmanned aircraft from carrying hazardous materials. The flares disperse ice nucleating particles (INP) during cloud seeding experiments. 2025 and 2026 exemption requests are provided below.

Public outrage is quickly escalating due to lack of protection from predatory atmospheric interventions and invasive experiments such as weather modification and SRM, and the lack of free and informed consent to polluting atmospheric experimentation.

Skyward Cloud Seeding Experiments in North Carolina

Skyward Wildfire is a Canadian-based company conducting field-trials in the United States and Canada to test and deploy proprietary lightning prevention technology.  The following Skyward Wildfire Technologies Inc. weather modification report was submitted to NOAA regarding their June 2026 research experimentation activities in North Carolina. Keep in mind that NOAA has oversight of weather modification reporting, not weather modification activities.

According to the report, the purpose of the project is not to modify the weather. The purpose of the experiments are to: “Characterize storm dynamics, including updraft structure, storm evolution, turbulence, and particle transport behaviour.” The activities utilize proprietary AI-powered lightning forecasting, X-band radar technology, and the release of chaff (silica fibers coated with aluminum and / or basalt fibers coated with aluminum) via aircraft.  ZG readers  are aware that military chaff contains PFAS (Perfluoroalkyl and Polyfluoroalkyl Substances). According to PubChem, aluminum is flammable.

“The proposed project involves the controlled release of chaff into convective storm systems, with subsequent tracking and analysis using X-band radar technology. Skyward uses King Air aircraft to reach selected convective systems and release chaff into the storm cell. Chaff is preloaded into an onboard dispenser which is used to deliver materials via cloud based seeding into the airstream at suitable candidate storm cells at appropriate rates and quantities to allow for observation on radar. The materials released are silica fibers coated with aluminum and / or basalt fibers coated with aluminum (chaff). We expect to release approximately 2KG/ HR.”

The statement of intention shown in the report below reaffirms that TennesseeLouisiana, and Florida laws, which target only activities “with the express purpose” of altering temperature, weather, climate, or the intensity of sunlight, must be amended to include polluting atmospheric experimentation. 

“Please note, the intention of the project is not to modify weather, however, there is a chance that the release of chaff into convective systems results in a reduction of lightning.”

“The negative effects of electromagnetic fields (EMF) on insects are the subject of intensive scientific research. New findings indicate that EMFs can affect the reproductive ability, behavior, DNA and health of insects. Studies show disturbed behavior in bees, a decrease in pollination performance and a decline in insect populations near EMF sources such as power lines and mobile phone masts. The strong effect of the combination of various damaging influences in the field further intensifies these negative effects.

It is strongly recommended that the precautionary principle be applied to the expansion of mobile communications infrastructure, as it cannot be ruled out that the effects on insect populations will be problematic. More research is needed to understand interactions with other factors. These findings should be taken into account in political decisions and planning so as not to further accelerate insect extinction.

Startup Raises $75 Million for Global Geoengineering Experimentation

The company is based outside Tel Aviv and it is registered in Delaware. Investors include Wyoming-based climate tech firm Lowercarbon Capital, co-founded by billionaire investor Chris Sacca, the Agnelli family – an Italian industrial dynasty, as well as their firm Exor, which is the largest shareholder of Chrysler parent company Stellantis, manufacturer of Ferrari luxury sports cars. More funding is provided by U.S. investing firms Future Ventures, Starlight Ventures, Never Lift Ventures, Lauder Partners and Nebular. Other financiers are British groups Attestor, Orion Global Advisors, and Kindred Capital. Berlin’s Earth.now and Future Positive Capital of Paris have also backed the startup. 

In addition to the fact that public consent has never been granted, geoengineering activities can disrupt weather patterns, trigger geopolitical conflicts, and increase air pollution, while causing harm to people and nature.

Rainmaker Cloud Seeding Operations in Umatilla, Oregon 2024-2025

16 September 2025 | ZeroNotification.com | ZEROGeoengineering.com | Image source |  A public records request has revealed that the Oregon Department of Agriculture issued Rainmaker Technologies a weather modification license to conduct cloud seeding experiments pursuant to Oregon Revised Statutes (ORS) 558. Oregon is one of 28 States with pro-weather modification laws. Florida and Louisiana repealed their weather modification laws this year and banned such practices. 

The Rainmaker reports below disclose that silver iodide (AgI) was the chemical agent used and the NOAA report indicates that no environmental impact statement was provided. According to PubChem, silver iodide is an environmental hazard. Additionally, weather modification operations involve the use of radar-based measurements for monitoring and experiments. Weather radar such as NEXRAD continuously transmit high levels of microwave radiation pollution. What is the impact on the atmosphere, weather, wildlife, environment, and health?

Rainmaker gained notoriety after over 100 people were killed in catastrophic flooding in Kerr County, Texas on July 4th, two days after Rainmaker had conducted cloud seeding operations. A different public records request revealed that Rainmaker has been actively lobbying to block USA State legislation that would ban cloud seeding and other polluting atmospheric experiments, thus attempting to thwart the will of The People.

Oregon residents can contact their State Senators and Representatives to voice opposition to cloud seeding experiments and urge members to take legislative action in the upcoming session to repeal ORS 558 (weather modification) and ban all polluting atmospheric experiments and/or interventions.

These records must include the method employed and type of equipment used, the type and composition of materials used, the times and locations of equipment operation, the name and address of each person participating in the operation other than the licensee, the estimated precipitation gain or loss resulting from the operations (supported by relevant data), and any additional information required by the Department.”
