The USGCRP was established by Congress in 1990 to coordinate ‘global change research’ and collaboration with international and federal agencies.

Ending USGCRP interventions will require repealing federal laws including but not limited to, the National Weather Modification Policy Act, the Global Change Research Act (GCRA) of 1990, the National Oceanic and Atmospheric Administration Authorization Act of 1992 and Trump’s Weather Research and Forecasting Innovation Act of 2017 (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542.


Notably, the Biden administration reauthorized Trump’s Weather Research and Forecasting Innovation Act via H.R. 6093, the ‘‘Weather Research and Forecasting Innovation Reauthorization Act of 2023’’ or the ‘‘Weather Act Reauthorization Act of 2023’’:

*Modeling may involve the use of computer simulations and may also involve “in-situ” observations of experimentation using actual pollutants.
“In-situ” refers to measurements or observations taken directly at the location where a phenomenon is occurring:
Global Atmospheric Aerosol Modeling Both approaches, in-situ observation and modeling, complement each other. Observations provide real-world data for validation and refinement of models.
ICAMS is the Interagency Council for Advancing Meteorological Services. It is the formal mechanism by which all relevant Federal departments and agencies coordinate implementation of policy and practices to ensure U.S. global leadership in the meteorological services enterprise.
