For decades NASA has had a huge budget without any meaningful environmental safety regulations, public oversight, or accountability for the results of their experimentation.
The 1979 report below describes NASA experimentation involving the stratospheric sulfate aerosol layer. Analysis includes study of carbonyl sulfide and sulfur dioxide aerosol particles.

Colorado HB 1435 provides millions of dollars for weather modification programs. 29 states and Washington, D.C. have policies which allow for weather modification experimentation.
It is notable that western states that have long standing artificial “weather” experimentation programs have experienced the worst drought, flooding, and catastrophic fires.
Keep in mind that in 1961 JFK promoted United Nations world government, weather control (geoengineering), and the use of satellites, which function now as overarching architecture of a globalist digital prison (AI/5G). Weather engineering systems, branded as “weather research” utilize networks of interoperable ground-based, airborne, and space-based facilities.

The “Verification of the Origins of Rotation in Tornadoes Experiment (VORTEX)” has a budget appropriations of $20,000,000 in H.R. 6093. Other areas of focus for federal experimental weather schemes include appropriations for atmospheric research, water management, hurricane, tsunami, flooding, and storms. Satellites and data collection are an integral part of weather management, compartmentalized under NESDIS. Partnerships and data transfers are also mentioned without providing specific entities.
H.R. 6093 is the reauthorization of The Weather Research and Forecasting Innovation Act of 2017, H.R. 353, enacted by the Trump administration to improve coordination of the U.S. weather enterprise.
H.R. 6093, the Weather Research and Forecasting Innovation Reauthorization Act is rooted upon H.R. 2130, the National Oceanic and Atmospheric Administration Authorization Act of 1992, authorizing “appropriations to the Secretary of Commerce for the National Oceanic and Atmospheric Administration (NOAA) for: (1) National Weather Service operations and research; (2) certain public warning and weather forecast systems and programs; (3) climate and air quality research, including climate and global changes; (4) atmospheric research; and (5) satellite observing systems.”
H.R. 6093 Summary :“To improve the National Oceanic and Atmospheric Administration’s weather research, support improvements in weather forecasting and prediction, expand commercial opportunities for the provision of weather data, and for other purposes.”
“In April of 2017, the President signed into law the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542 – link takes you to a non-icams-portal.gov website). The Act required the Director of The White House Office of Science and Technology Policy (OSTP) to establish an Interagency Committee for Advancing Weather Services – ICAMS meets this requirement. Readers may notice the lack of funding or coordination for “geoengineering” programs.
Sophisticated branding such as “weather research” allows a never-ending revenue stream to continue flowing for atmospheric experiments or “other purposes,” avoiding public opposition to weather control and legislative measures to prohibit environmental manipulation at State and National levels.

Authors studied impacts of exposure to radiofrequency radiation from wireless devices, networks and sensors concluding, “Corona is a sensory technical virus to spread as a non-communicable disease in animals and human beings. This virus is not biological, it is spread by technological programming and remote sensing.”
The abstract states: “…The study aims to evaluate the maltreating of wireless sensor networks that affect individuals within the body boundary area. Wireless sensor data were collected from individual’s profile, diagnosis and sensor node records at laboratory experiments. The study shows the effect of processed sensor nodes among individual’s body organs to compare with the existing environments. The study illustrates all individuals suffer from sensor disease due to reflecting of wavered sensors at open eyes sights with high speed electromagnetic-radio tracking systems…”
RFR has crept up on humanity. If we follow the marketing for new devices and services there’s no mention of the harms of RFR exposure. If we follow military weapons research and development, it’s clear that RFR is a weapon.

The installation of a sophisticated surveillance system built with RFR-transmitting infrastructure inclusive of satellite networks and interoperable ground based instruments that are continuously polluting the environment with RFR has been termed the “digital prison.”
The federal government in partnership with the UN is not capable of reigning in the problem because the federal government is funding these activities.

Emissions regulations placed on the automotive industry are necessary to protect health and the environment but are worthless without similar pollution preventing requirements also applied to rockets, aircraft, and radiation transmissions from satellites.
The article below discusses environmental impacts of rockets while perpetuating the hypothesis regarding demonized greenhouse gases. Water vapor, ((a greenhouse gas)) emitted by rockets and other emitters in the aviation sector are not included in the pollution equation underscoring the contradiction and inaccuracy of climate models.

Abstract
In this review we discuss studies that applied atmospheric dispersion models (ADM) to bioaerosols that are pathogenic to humans and livestock in the context of risk assessment studies. Traditionally, ADMs have been developed to describe the atmospheric transport of chemical pollutants, radioactive matter, dust, and particulate matter. However, they have also enabled researchers to simulate bioaerosol dispersion.
To inform risk assessment, the aims of this review were fourfold, namely (1) to describe the most important physical processes related to ADMs and pathogen transport, (2) to discuss studies that focused on the application of ADMs to pathogenic bioaerosols, (3) to discuss emission and inactivation rate parameterisations, and (4) to discuss methods for conversion of concentrations to infection probabilities (concerning quantitative microbial risk assessment).
The studies included human, livestock, and industrial sources. Important factors for dispersion included wind speed, atmospheric stability, topographic effects, and deposition. Inactivation was mainly governed by humidity, temperature, and ultraviolet radiation.

The White House has released a new report, “Congressionally Mandated Research Plan and an Initial Research Governance Framework Related to Solar Radiation Management,” outlining the plan to deploy geoengineering programs, that are being framed as “research”.
The schemes involve the intentional release of chemical aerosols to block sunlight from reaching the Earth. The document acknowledges harmful potential consequences of deliberately contaminating the air, such as increased public exposure to particulate matter and toxic air pollution, psychological impacts, changes in the color of the sky, precipitation reduction, reduction of crop yields, and other “known unknowns.”
This report is an attempt seeking to legitimize geoengineering, a form of environmental warfare involvingdeliberate poisoning of the air and blocking the sunlight. The public does not consent to geoengineering.

June 27, 2023 | ZeroGeoengineering.com | The Congressional Research Service published a report in May of this year which outlines various geoengineering methods, including stratospheric aerosol injection (SAI), marine cloud brightening (MCB), and cirrus cloud thinning (CCT). Policymakers are interested establishing a governance framework for solar geoengineering (SG).
According to the paper, “The 117th Congress appropriated funds for FY2022 for activities related to SG in the Consolidated Appropriations Act of 2022…These included the preparation of a report by the Office of Science and Technology Policy (OSTP) in conjunction with the National Oceanic and Atmospheric Administration (NOAA) and the National Science Foundation (NSF)…Further, under this legislation OSTP, working with NOAA, the National Aeronautics and Space Administration (NASA), and the Department of Energy (DOE), is tasked to form an interagency working group to manage SG risk and research and to develop a governance framework for publicly funded SG research.”
In addition to acknowledging likely transboundary effects, the report cites the potential for SAI to reduce precipitation as well as potentially having a damaging effect on stratospheric ozone.
Omitted from the report is Mexico’s ban on Solar Geoengineering, health hazards, and the lack of informed public consent for weather and climate modification.

In the US, geoengineering programs are coordinated and funded through various federal agencies such as National Oceanic and Atmospheric Administration (NOAA), Department of Energy (DOE), National Aeronautics and Space Administration (NASA), Department of Commerce (DOC), Atmospheric Radiation Measurement (ARM), and others.
One of the geoengineering programs documented on the map is known as stratospheric aerosol injection (SAI), ongoing in the State of Washington, led by Pacific Northwest National Laboratory (PNNL).
In addition to federal geoengineering programs, many USA states allow weather modification, cloud seeding, and other atmospheric testing schemes – many programs happening for over 70 years:

ABSTRACT
Barium and lithium vapors were released from sounding rockets in the thermosphere and observed from aboard the NASA Convair 990 at an altitude of 40,000 ft. The purpose of the releases were to (1) check out observational and operational procedures associated with the large high altitude barium release from a Scout rocket (BIC); (2) develop an all-weather technique for observing chemical releases; (3) evaluate methods of observing daytime releases, and (4) investigate the possibilities of observations from a manned satellite.
One of the pioneers of NASA was Dr. Wernher von Braun, who was a member of the Nazi Party and an SS officer. For fifteen years after World War II, Von Braun worked with the U.S. Army in the development of ballistic missiles. As part of a military operation called Operation Paperclip, he and an initial group of about 125 were sent to America. Dr. von Braun eventually became director of NASA’s Marshall Space Flight Center.
