S.5130 ‘‘Human Dignity and Emerging Technologies Act’’

21 August 2026 | ZeroNotification.com | Zero5G.com | Proposed legislation, US Congress Senate Bill 5130, the “Human Dignity and Emerging Technologies Act,” would establish a federal advisory committee to “defend human dignity” from quickly advancing predatory technologies (“Robotics, Biotechnologies, Neurotechnologies, and Emerging clinical technologies”) and Artificial Intelligence (AI). Wireless infrastructure including 5G/6G provides the foundation for these invasive systems that are funded by Congress. 

S.5160 “A bill to establish the United States Commission on Human Dignity, and for other purposes.”

“(1) defend the inherent dignity of the human person understood as unique, embodied, and endowed with a rational and moral nature, without regard to capability or condition, within Federal science and technology policy; and

(2) cultivate humility in Federal science and technology policy regarding technological mastery over human nature amid geopolitical competition.”

“(3) Monitoring Federal science and technology programs, supported research, regulatory proposals, and emerging scientific and technological developments for threats to the inherent dignity of the human person.”

“There is authorized to be appropriated to the Commission $2,000,000 for each of fiscal years 2027 through 2031 to carry out the duties of the Commission.”

As a result, the interests of Americans in protecting all biological life from wireless radiation pollution and protecting personal data are disregarded.

People are becoming more aware of the problems with United Nations (UN) Agenda 21 and Agenda 2030. [1][2] “The United Nations Pact for the Future,” [3]  was adopted in September 2024 by all UN member nations including the U.S. [4]

Monitoring = 24/7 Unwarranted Surveillance

Dual purposed global wireless machinery such as telecommunications, satellites, and other interoperable instruments and devices may be used for monitoring, data collection, weather experimentation, and weaponry. UN partner agencies such as the International Telecommunication Union (ITU) and the World Meteorological Organization (WMO) work together to coordinate “weather services.” According to their website, “Radiofrequencies are really critical for meteorological services and climate monitoring applications.”[5]

White House Memo – Winning the 6G Race

Contrary to the official narrative, there is not a race with China – it’s a partnership with China via the United Nations. December 19, 2025 White House Memo below outlines strategies to align U.S. “6G” wireless deployment with global standards including with China and with the United Nations International Telecommunication Union (ITU).  According to the memo, “This technology will play a pivotal role in the development and adoption of emerging technologies like artificial intelligence, robotics, and implantable technologies.”

 

“…These efforts shall include building a coalition of industry and foreign partners that supports the United States’ positions on Agenda Item 1.7 at the International Telecommunication Union’s World Radiocommunication Conference-27.”

“AI Non-Sentience and Responsibility Act” Introduced in Missouri

31 December 2025 | ZeroNotification.com | Companion bills introduced in Missouri, HB1746 and SB859, would address potential harms caused by Artificial Intelligence (AI) including liability for AI owners and developers. The proposed legislation declares AI to be non-sentient (lacking consciousness or capacity to feel pain), without legal status, ineligible to be a spouse, or to “be designated, appointed, or serve as any officer, director, manager, or similar role within any corporation, partnership, or other legal entity.”

The “AI Non-Sentience and Responsibility Act” is important because the Trump administration is attempting to strip States’ control over AI, and linked wireless systems (“5G”/”6G”+ satellites). In May 2025, 40 State AG’s sent a letter to Congress opposing a regulatory ban on AI.

“The provisions of this section shall be known and may be cited as the “AI Non-Sentience and Responsibility Act”.

(1) “Artificial intelligence” or “AI”, any software, machine, or system capable of simulating human-like cognitive functions including, but not limited to, learning or problem solving, and producing outputs based on data-driven algorithms, rules-based logic, or other computational methods, regardless of non-legally defined classifications such as AGI, ASI, or GAI;
(2) “Developer”, the party or parties primarily responsible for the design, coding, and initial creation of an AI system;  …”

“Any direct or indirect harm caused by an AI system’s operation, output, or recommendation, when used as intended or misused, shall be the responsibility of the owner or user who directed or employed the AI.”

“An AI system is not an entity capable of bearing fault or liability in its own right. Any attempt to shift blame solely onto an AI system shall be void as liability remains with human actors or entities as described in this section.”

Wireless facility below is located at Burntwood Ln, Caterham CR3 5YX, England. The reading was taken on  September 1st, 2025 at  7 PM from  ~50 meters away from the wireless facility.

5G/6G, AI in Funded ‘‘One Big Beautiful Bill Act’’

A particularly problematic measure buried on page 292 of the 1,118 page document is intended to prevent States from regulating AI: “no state or political subdivision may enforce any law or regulation regulating artificial intelligence models, artificial intelligence systems, or automated decision systems during the 10-year period beginning on the date of the enactment of this Act.”

The federal attempt to prevent States from regulating AI for the next ten years stands in conflict with the Tenth Amendment.
