RAINMAKER Exemption Requests to FAA

26 August 2026 | ZeroNotification.com | ZEROGeoengineering.com |Rainmaker Technology Corporation has petitioned the Federal Aviation Administration (FAA) for an amended exemption to allow for the increased payload deployment of burn-in-place (BIP) and ejectable flares, classified as hazardous materials, for precipitation enhancement experiments. Activities involve the use of unmanned aircraft systems (UAS) and NEXRAD doppler radar.  The petitions request exemption from requirements pursuant to 14 CFR § 107.36, which prohibits small unmanned aircraft from carrying hazardous materials. The flares disperse ice nucleating particles (INP) during cloud seeding experiments. 2025 and 2026 exemption requests are provided below.

Public outrage is quickly escalating due to lack of protection from predatory atmospheric interventions and invasive experiments such as weather modification and SRM, and the lack of free and informed consent to polluting atmospheric experimentation. 

FAA, EPA, and NOAA are ICAMS federal weather research agency partners, and therefore have conflicts of interest relative to environmental and atmospheric protection.

The Federal Role in Weather Modification

July 10, 2026 | ZEROGeoengineering.com | ZeroNotification.com | Image source p.9 | The following report published in 1975 by the Domestic Council (U.S.) Environmental Resources Committee Subcommittee on Climate Change, provides a historical glimpse of U.S. Federal organizing around weather modification experimentation: “A policy should be adopted to develop, encourage, and maintain a comprehensive and coordinated national program in weather modification research and in the beneficial application of the technology along the lines of the recommendations embodied in this report.”

“Weather modification research” was later rebranded to “weather research and forecasting.” This change was due to public opposition to weather modification, legal and liability issues, and the potential adverse consequences resulting from weather modification activities.

“Present Federal strategy in research in weather modification is to develop techniques to achieve particular objectives such as augmenting water resources or diminishing the damage from hurricanes.”

“The Federal Government should develop and support a more vigorous program of fundamental research and experimentation in the physics and dynamics of cloud processes to advance weather modification technology and its application.”

“Additional Federal regulatory legislation is not needed at this time.”

“Given the significant amount of activity in the field as well as the potential for increased use of the technology, prudence dictates a continuing examination of the need for Federal laws and regulations and international treaties and agreements to govern weather modification activities.”

Some crops are genetically modified to increase their value. Despite biotech industry promises, no evidence shows any GMOs currently on the market showing increased yield, enhanced nutrition, drought tolerance, or any other consumer benefit. The safety of GMOs is generally unknown. There is a lack of credible independent long-term feeding studies. An increasing number of people around the world are choosing to eat organic and non-GMO products.”

Money Powers Organize To Stop States

The paper below calls attention to “a profound risk for national security, economic stability, and global order” due to dual-use SRM technologies. Predictably, the conclusion recommends continuing and safeguarding federally supported atmospheric “research” such as aerosol cloud interaction, while discouraging State bans on such activity.

Without USA State legislation, voters have no ability to challenge and correct the 50-year old Federal weather modification policy.

ACCF is Biased

Nowhere in ACCF’s The National Security Case for U.S. Leadership in SRM Technology is the concept of informed public consent. The policy brief exploits the public’s lack of trust in weather modification. It amplifies the interests and investments of policymakers, business leaders, academics and the media. The hubris to disregard bodily autonomy is staggering.  

Conflict of Interest

In the policy brief NOAA, NASA, EPA, and DOE are promoted as regulatory agencies for SRM though they are actually partner agencies in United States Global Change Research Program (USGCRP) and Interagency Council for Advancing Meteorological Services (ICAMS), the Federal agencies that are involved in atmospheric research activities. ICAMS “is the formal mechanism by which all relevant Federal departments and agencies coordinate implementation of policy and practices,” established in 2017 by the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542). 

Follow the Money

Think tanks are a dime-a-dozen in Washington, D.C. With the success of State Bills calling for meaningful public representation and proper regulatory measures to address weather modification policy, power players are mobilizing to preserve legacy income streams and prevent The Constitution from working as originally intended.

The telecommunications system is the backbone of the US weather research enterprise and global wireless control apparatus. Radiofrequency/Microwave (RF/MW) Radiation is uninsurable pollution continuously transmitted by telecommunications facilities, NEXRAD, satellite networks, and interoperable instruments. This infrastructure is part of an international system of observation, (aka, “surveillance”). The United Nations (UN) International Telecommunications Union (ITU) is the organization that coordinates the standardization of international communications networks. The UN ITU standards are followed by the FCC and other US agencies. No U.S. agencies are monitoring or measuring the RF/MW Radiation pollution produced by irradiating infrastructure in order to protect people and nature.

  • Prohibits the use of federal funds to implement the Executive Order, preventing federal agencies from using appropriated funds to administer or enforce the directive; and
  • Affirms that glyphosate manufacturers are not immune from civil liability, ensuring that manufacturers, distributors, and suppliers cannot claim immunity under the Defense Production Act, federal contractor defenses, or other federal authorities, while preserving the right of injured individuals to pursue claims under federal and state law.

Startup Raises $75 Million for Global Geoengineering Experimentation

The company is based outside Tel Aviv and it is registered in Delaware. Investors include Wyoming-based climate tech firm Lowercarbon Capital, co-founded by billionaire investor Chris Sacca, the Agnelli family – an Italian industrial dynasty, as well as their firm Exor, which is the largest shareholder of Chrysler parent company Stellantis, manufacturer of Ferrari luxury sports cars. More funding is provided by U.S. investing firms Future Ventures, Starlight Ventures, Never Lift Ventures, Lauder Partners and Nebular. Other financiers are British groups Attestor, Orion Global Advisors, and Kindred Capital. Berlin’s Earth.now and Future Positive Capital of Paris have also backed the startup. 

In addition to the fact that public consent has never been granted, geoengineering activities can disrupt weather patterns, trigger geopolitical conflicts, and increase air pollution, while causing harm to people and nature.
