In a recent research paper by Jeffrey Nielsen discussing stratospheric aerosol injection (SAI) policy scenarios, pushing the “big green button” entails large scale deployment of sun blocking aerosols. The report outlines four scenarios in which the United States and China can compete or cooperate in efforts to manage how much sunlight reaches the Earth.
Not mentioned in The big green button: stratospheric aerosol injection as a geopolitical dilemma during strategic competition between the United States and China, and implications for expanding aerosol injection near-term research, is the fact the U.S. and China are already cooperating within the United Nations World Meteorological Organization (WMO) through the US Department of Commerce via NOAA and affiliated federal agencies and private partners.
Notably, “research” is the term used to avoid liability for actual deployment.
Additionally, the justification for SAI operations is based upon the controversial CO2-global thermostat hypothesis, for which many disagree.
SAI is skillful rebranding of a technique described in DARPA’s 1975 Report, Soviet Developments in Weather Modification, Climate Modification and Climatology, as a “…method of moderating planetary warming trends by temporarily increasing the concentration of sulfate aerosol particles in the lower stratosphere and thereby reducing global radiation.”
“The potential for powerful actors like the United States and China to deploy large-scale SAI reveals a complex web of how great power competition could shape geoengineering policy.”
