H.R. 6093 is the Biden Administration’s reauthorization of Trump’s Weather Research and Forecasting Innovation Act of 2017, H.R. 353, to fund and coordinate U.S. weather experimentation, including collaboration with the United Nations (UN) World Meteorological Organization (WMO) and other partners.

The Weather Research and Forecasting Innovation Reauthorization Act of 2023, or H.R. 6093, the “Weather Act Reauthorization Act of 2023,” passed in the U.S. House of Representatives May 1st, 2024.
H.R. 6093 “reauthorizes, revises, and establishes several programs related to weather forecasting, monitoring, and research.” The measures include upgrading NOAA’s telecommunications infrastructure as well as providing appropriations “up to $10,000,000 for each of fiscal years 2024 through 2028 to carry out the program.” Source

H.R.353 – Weather Research and Forecasting Innovation Act of 2017
H.R. 6093, the Weather Research and Forecasting Innovation Reauthorization Act is rooted upon H.R. 2130, the National Oceanic and Atmospheric Administration Authorization Act of 1992, authorizing “appropriations to the Secretary of Commerce for the National Oceanic and Atmospheric Administration (NOAA) for: (1) National Weather Service operations and research; (2) certain public warning and weather forecast systems and programs; (3) climate and air quality research, including climate and global changes; (4) atmospheric research; and (5) satellite observing systems.”
On Motion to Suspend the Rules and Pass, H.R. 6093 was passed in the House, then referred to the Senate, read twice and referred to the: Committee on Commerce, Science, and Transportation.
H.R. 6093 Summary : “To improve the National Oceanic and Atmospheric Administration’s weather research, support improvements in weather forecasting and prediction, expand commercial opportunities for the provision of weather data, and for other purposes.”

The Interagency Council for Advancing Meteorological Services listed in H.R. 6093 is also mentioned with regard to SRM coordination in the Congressionally Mandated Research Plan and an Initial Research Governance Framework Related to Solar Radiation Modification.
Why was ICAMS created?
“In April of 2017, the President signed into law the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542 – link takes you to a non-icams-portal.gov website). The Act required the Director of The White House Office of Science and Technology Policy (OSTP) to establish an Interagency Committee for Advancing Weather Services – ICAMS meets this requirement. As indicated in the Act, ICAMS will serve “to improve coordination of relevant weather research and forecast innovation activities across the Federal Government.”” Link to ICAMS HERE
Readers may notice the lack of funding or coordination for “geoengineering” programs.
Sophisticated branding such as “weather research” allows a never-ending revenue stream to continue flowing for atmospheric experiments or “other purposes,” avoiding public opposition to weather control and legislative measures to prohibit environmental manipulation at State and National levels.
