The United Nations (UN) World Meteorological Organization (WMO) became a specialized UN agency in 1951 and is the heart of the UN’s global weather machine. In partnership with other specialized UN agencies and member states, the WMO helps to facilitate the coordination and implementation of weather programs, Sustainable Development Goals (SDGs) and the UN’s goal of global governance.
However, the United Nations and self-proclaimed “governing” entities were not elected.
Below is highlighted from page 26 of the United Nations document, “The Pact for the Future.” The report outlines the attempt to “transform global governance” and was adopted by all member nations in September 2024:

Five permanent UN members: China, France, Russian Federation, the United Kingdom, and the United States
The 1971 report below provides historical insight into WMO Weather Control activities: Global Atmospheric Research Programme – GARP

“This publication the fifth in the series of GARP Special Report contains the report of the second session of the Tropical Experiment Board (TEB) of the GARP Atlantic Tropical Experiment (GATE), held in Geneva from 14 to 16 December 1971.”

“To provide the required observations, a composite observing system has been designed which includes geostationary and polar-orbiting satellites, the augmented WWW network of land stations, a special network of ship stations, instrumented aircraft, and possibly special balloon and buoy systems. Thus the final, complete data set must be obtained from the integration of complementary observations from a number of independent systems, none of which would suffice by itself.”

What does NWS Get out of Working with the WMO?
“The WMO coordinates the sharing and exchange of a tremendous amount of free data and products between nations… Much of these data pass through the WMO Information System and are received by NOAA through the hub it operates as a WMO Global Information System Center (GISC) and as part of the WMO Global Telecommunication System (GTS).”

The Interagency Council for Advancing Meteorological Services (ICAMS) Charter
In April of 2017, the President signed into law the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542 – link takes you to a non-icams-portal.gov website). The Act required the Director of The White House Office of Science and Technology Policy (OSTP) to establish an Interagency Committee for Advancing Weather Services – ICAMS meets this requirement. As indicated in the Act, ICAMS will serve “to improve coordination of relevant weather research and forecast innovation activities across the Federal Government.” Source
