The rebranding of weather modification and geoengineering to “weather forecasting research and innovation” was necessary to implement weather control programs involving atmospheric experimentation in a way that would not invite public opposition.

S. 3888 provides the framework for continued installation of a system of weather engineering comprised of satellite surveillance and acoustic monitoring, atmospheric dispersion modeling inclusive of chemistry and physics, and interoperable “observing systems” from ground-based, airborne, and spaceborne instruments / infrastructure described in the Congressionally Mandated Research Plan and an Initial Research Governance Framework Related to Solar Radiation Modification.
Spaceborne instruments (satellites) are a central component of weather engineering and may be purposed for weather modification, surveillance, communications, weaponry and other purposes.

S. 3888 aligns with the implementation of UN Agenda 21/2030 sustainable development goals (SDGs) as illustrated by emissions monitoring and analysis to support the enforcement of domestic and international laws.
