Why are academics, governments, and international organizations such as the UN and WEF promoting twentieth century Soviet (Russian) weather and climate modification techniques that may also be used for Environmental Warfare?
The Kleinman Center for Energy Policy at the University of Pennsylvania has published a policy paper regarding the governance of Geoengineering.
Notably, the proposal excludes any mechanism to obtain informed public consent for Solar Geoengineering (SG), which may be characterized as hazardous atmospheric experimentation. Consent of the governed is a requirement in a free society.
Also lacking in the academic report is consideration of a mechanism to prohibit SG experiments when there is a lack of public consent.
The report cites 1.5 C warming and UN IPCC climate hypothesis as justification for some extremely hazardous interventions such as solar radiation modification (SRM) and stratospheric aerosol injection (SAI) experimentation, which involve the release of aerosol emissions into the atmosphere. These experiments ostensibly aim to manipulate Earth’s temperature and / or to block sunlight.
However, it’s important to note that the “method of moderating planetary warming trends by temporarily increasing the concentration of sulfate aerosol particles in the lower stratosphere and thereby reducing global radiation,” has origins in Soviet weather and climate modification activities according to the 1975 DARPA report, SOVIET DEVELOPMENTS IN WEATHER MODIFICATION, CLIMATE MODIFICATION AND CLIMATOLOGY
The 1975 report states on p.82-83:
“…within a few decades world heat production could rise from the present level of 0.2%, of the received power of the Sun to a level of 2%, thus causing a 1-1.5 C mean global temperature increase. Such a potentially harmful warming trend could, in principle, be checked by artificially increasing the planetary cloud cover.”
